How a plotted layout in Hyderabad gets approved.
The usual path from raw land to plots you can sell. The exact steps depend on where the land is.
Check the land and its records
Title, encumbrance certificate (EC) and revenue records for the survey numbers, and whether the land is in HMDA or DTCP limits.
Convert the land
Get agricultural land converted for non-agricultural use (NALA) for the full layout area.
Design the layout to the rules
Roads, open space (usually about 10% of the area), social infrastructure sites and plot sizes, drawn by a licensed planner.
Get draft layout approval
Apply to HMDA or DTCP. A share of the plots is usually mortgaged to the authority as a guarantee that roads, drains and other works will be finished.
Develop the site and get final approval
Complete the development works; the authority then releases the mortgaged plots and gives the final layout with its LP number.
Register with TG RERA
Layouts above 500 sq m or with more than 8 plots must be registered before they are advertised or sold.

Is an HMDA approved layout better than a DTCP approved layout?
Neither is better in itself: the authority depends on where the land is. Layouts inside HMDA’s metro region are approved by HMDA, and layouts outside it by DTCP Telangana. What matters for a buyer is that the layout is approved by the right authority, that the LP number on the brochure matches the approved plan, and that the project is registered with TG RERA.
Do plotted layouts around Hyderabad need TG RERA registration?
