Devanahalli Plots: BIAAPA Approval, Khata and What to Check Before Buying

Devanahalli plots attract a lot of buyers because of Kempegowda International Airport and the business parks around it. There are also many kinds of layouts here, and "airport road plot" tells you little about the legal position of a specific site. This guide explains which approvals apply and how to check them. It does not predict prices. For the wider market, see our page on plot layouts in Bengaluru.
Who approves layouts in Devanahalli?
The Bangalore International Airport Area Planning Authority (BIAAPA) is the planning authority for the airport area around Devanahalli. A brochure saying "panchayat approved" should make you ask questions. But don't assume the authority from the area's name either, as web pages disagree about which body covers which parts of north Bengaluru. Start from the survey number and confirm which authority covers that exact land.
What to check, in order
| Check | What to look for | Where |
|---|---|---|
| Land record (RTC) | Who holds it and whether it is still agricultural | Bhoomi |
| DC conversion order | The survey number and area match. Conversion can cover only part of a survey number | Copy from seller, then verify |
| Layout approval | The order number, the sanctioned plan and your site on it | The planning authority's records |
| Zoning | Your site's zone allows housing | The master plan |
| K-RERA | The registration number and project details | Karnataka RERA |
| Title and encumbrance | Ownership chain, mortgages and past sales | Kaveri and your lawyer |
| Khata | The record for your individual site | The local body |
DC conversion is not layout approval
This is the most common confusion. A DC conversion order changes the land use from agricultural. It does not approve your plot. The layout, its roads and parks, and the sites themselves need approval from the planning authority too. Ask for both documents and do not accept one in place of the other.
Khata does not prove ownership
A khata (A khata, B khata or e-khata) is a local body record used for tax and identification. Buyers ask about it for good reason, as it can affect building plans and bank loans. But it does not prove that the seller owns the land or that the layout was approved. Check the khata in addition to the title and approval, not instead of them.
Check for reservations and acquisition
Land near an airport and new industrial areas can be affected by road plans, public reservations, height limits and acquisition notices. These may not appear in a sale deed. Ask your lawyer to check the master plan and government notifications for your survey number, and ask the authority about limits on what can be built there.
RERA for layouts near the airport
A layout above 500 sq m or with more than 8 plots generally has to be registered with K-RERA before it is advertised. Look up the number yourself and compare the project name, promoter and plot count with what you were told. "RERA approved" is only a sales phrase. A registration number that you have checked is what counts.
Site sizes in Devanahalli
As across Bengaluru, sites are described by dimensions:
| Site | Area |
|---|---|
| 30×40 | 1,200 sq ft |
| 30×50 | 1,500 sq ft |
| 40×60 | 2,400 sq ft |
| 50×80 | 4,000 sq ft |
Real sites, especially on corners, are often not perfect rectangles. Use our plot area calculator to work out the area from all four sides, and compare the result with the sale agreement.
On your site visit
- Walk the road from the main road to your site and note its width.
- Match the plot number on the ground with the sanctioned plan.
- Look for high-tension lines, drains and low ground.
- Ask what water and power are connected today.
- Measure the airport or highway distance yourself rather than relying on the brochure's minutes.
Our site visit checklist has the full list.

Frequently asked questions
What does BIAAPA approved mean?
It means the Bangalore International Airport Area Planning Authority has approved the layout plan. Ask for the order and sanctioned plan, and confirm them with the authority rather than relying on a brochure.
Is BIAAPA better than BMRDA or BDA?
Not as such. They are authorities for different areas. What matters is that the right authority for your land approved the layout.
Can I build on a plot with only DC conversion?
Do not assume so. DC conversion deals with land use only, and building needs an approved layout and plan. Ask your lawyer about the specific site.
Will a bank give a loan on a Devanahalli plot?
It depends on the bank and on the plot's papers. Asking a bank to review the project early is a useful extra check.
Will Devanahalli plot prices rise?
Nobody can promise this. Many price forecasts come from people who are selling plots, so check the land first and treat any forecast with caution.
Rules change. Confirm current requirements with the planning authority, K-RERA and your lawyer. Last reviewed: November 2026.
